Wicomico County's $234 million FY 2027 budget was adopted by the County Council this week as discussed on the June 3 edition of OPEN AGENDA (S3 E32). Although 10% higher than the FY26 budget, questions remain as to its sufficiency. For instance, reimbursements to the Salisbury Fire Dept. for services it provides outside of the city's boundaries are inadequate, which may result in discontinuation of such services. Many of the needed upgrades to the volunteer fire companies identified in the recent SWOT analysis were not funded. Two years after the county's acquisition of the Verizon Building for use by the Health Dept., the Administration has yet to develop a reasonable plan and corresponding cost estimate to retrofit the building for inclusion in the budget. Compensation disparities between the County's line employees and managerial staff have not been satisfactorily addressed in the budget, which may impact the county's ability to attract and retain employees. Perhaps of deepest concern is the uncertainty regarding the amount of State funding that the County will receive insofar as Maryland is experiencing an historic structural deficit now exceeding $3 billion. If state funding is reduced as seems likely, and all probable expenditures have not been accounted for in the budget, will Wicomico County be forced to increase local taxes and fees?
